5. Referral from City Council re: C-PACER

Beth Fenstermacher reviewed a report that was prepared for the FPAC committee in response to the referral from City Council regarding the C-PACER program. She indicated that the City of Lebanon is using the program for one project, which has yet to be completed. She noted that the Towns of Rye and Bristol have adopted the program as well, but have yet to utilize the program.

Concerns were expressed by committee members that this is a new program, no municipalities have completed a project, and therefore, no municipalities have been able to provide feedback on the process. Councilor Todd indicated that he would be inclined to hold off on recommending this to Council until we know how it works in Lebanon. Beth Fenstermacher indicated that it may be several years before the project in Lebanon is completed. Councilor Kretovic stated that she would hate to have a project come up in Concord that could utilize this program and have nothing to offer. Deputy City Manager - Development Matt Walsh indicated that he doesn't expect a large demand for this program.

A motion was made and seconded to recommend to City Council that we adopt this program city-wide. The motion passed with no dissenting votes.

  1. FY 2025 Single Audit Report

Interim Deputy City Manager - Finance Audrey Masters provided the FY 2025 Single Audit Report, which is usually included with the Annual Comprehensive Financial Report (ACFR). When the auditor presented the FY 2025 ACFR to the committee in November, the Single Audit Report was not yet finalized, as the auditors were still awaiting official guidance from the Federal Government before they could finalize the report.
